Freshwater vs sea
If you are unsure, decide first whether you are fishing freshwater or the sea.
| Topic | Freshwater | Sea |
|---|---|---|
| Basic rule | The permit goes through the fishing-right holder. | The permit goes through the state system and authorized sellers. |
| Fishing exam | Required for the annual permit, not for daily or multi-day permits. | No general fishing exam is required. |
| Buying | The permit is electronic, but there is no single public web shop for all waters. | Recreational permits go through the Ministry; sport permits go through HSSRM, and annual sport permits require membership. |
| Price | There is an official state fee, but the final total often depends on local obligations. | Fees are centrally published, but the annual sport route also includes the HSSRM member card in practice. |
Basic rules
Recreational fishing in Croatia is not one unified system. Freshwater and sea fishing use separate rules, permits, and purchase channels.
- In freshwater fishing, the annual permit generally requires a passed fishing exam, while daily, three-day, and seven-day permits do not.
- At sea, a permit is the general rule whether you fish from shore or from a boat; under-14s may fish without one only in the narrow recreational handline exception with one snood.
- In freshwater, a person under 14 may fish without their own permit only when accompanied by an angler who already has a valid permit.
Where to buy
The quickest practical split is local freshwater right holders versus centralized sea-fishing sales channels.
- Freshwater: purchase goes through the fishing-right holder for the water where you want to fish. The permit is issued electronically, but there is no single state shop for all waters.
- Sea, recreational fishing: purchase goes through the Ministry's official sales channels and authorized sellers.
- Sea, sport fishing: daily and multi-day permits go through HSSRM and its online channels, while annual permits go through member associations and require membership.
Prices and local differences
Count only on officially published starting or headline prices. Final freshwater cost is often higher than the state fee alone.
- Freshwater: official fees include EUR 2.65 for a daily permit, EUR 6.64 for a three-day permit, EUR 9.29 for a seven-day permit, and EUR 13.27 for an annual permit.
- Freshwater: local right holders may charge additional membership or management obligations, so the total can be higher.
- Sea: officially published recreational prices include EUR 7.96 for 1 day, EUR 19.91 for 3 days, EUR 39.82 for 7 days, and EUR 66.36 for an annual recreational permit for adults up to 65.
- Sea: the official annual sport fee for adults up to 65 is EUR 46.45, while HSSRM currently publishes EUR 56.45 with the member card for 2026; special permits for certain gear and big game fish are charged separately.
Announcements and unofficial information
If you hear about a new permit or a rule change, treat it as an announcement until an official legal text is published.
- For the major rivers, do not rely on a new unified permit as a current rule until an official regulation actually puts it into force.
- For any announced change, first check the Official Gazette, the Ministry, or the fishing-right holder for the water where you will actually fish.

FAQ
Do I need an annual permit right away?
Not necessarily. If you fish occasionally, start with daily or multi-day options. An annual permit makes sense only when you fish regularly and know which system you want to stay in.
When do I need a fishing exam?
In freshwater fishing, the exam is generally required for the annual permit. It is not required for daily, three-day, or seven-day permits. At sea, there is no general fishing exam requirement.
Why does the total freshwater price vary?
Because the official fee is often only one part of the bill. The fishing-right holder may add local obligations for the specific water or zone.
What else should I check before I go fishing?
This is enough for the first permit decision, but before fishing you should also check local right-holder rules, closed seasons, minimum size limits, and any special regimes on the actual water you will fish.
